In 2018, Tencent's WeChat business group, the Ministry of Education's online education research center, the Ministry of Education's computer-based professional teaching guidance committee of institution of higher learning, and the Ministry of Education's software engineering professional teaching and steering committee of institution of higher learning  jointly established the "China's college WeChat application education alliance". To build WeChat technology ecological environment for supporting college students' innovation and entrepreneurship training is an important work content of the alliance. Tencent WeChat plans to release the WeChat mini program “U-plan”, investing funds and supporting resources to support the talent cultivation of the campus WeChat ecosystem. The specific description and declaration guidelines are as follows:

Object-oriented

The "U-plan" is aimed at students from China and overseas (including vocational colleges, undergraduate students, graduate students, doctoral students) and teachers. The specific requirements are as follows:

Individual application or team formation is allowed, and the number of team members is unlimited; and instructors are allowed;

Those applying the project shall be students or teachers in schools, and the identity information shall be ensured to be accurate and effective, and the certificate materials issued by the school shall be provided.

Project Content

The plan encourages school students and teachers to develop original WeChat mini programs with applicable scenes and corresponding functions with the main goal of implementation and continuous operation based on the practical application of campus scenes. The application scenario is freely selected based on actual needs. It must be in accordance with the WeChat mini program design guidelines, development standards, and the platform rules of the WeChat mini program platform operation specification, and must be developed within the scope of services and categories supported by the WeChat program. Besides, the developed WeChat mini programs shall be operated normally on WeChat platform.

Referring to the application guidelines, the applicant shall provide the following documents:

Application documents: comprehensive description of project and team situation, including but not limited to small program description, application scenario, practical problems solved, technology development scheme, team composition and division of labor, use of funds, etc., which shall be compressed within 10M;

School declaration: if the application scenario involves the approval or authorization of the school or the relevant department, it shall provide the declaration authorization document affixed with the official seal of the competent department of the corresponding scene (PDF scanned version, no paper version is required).

Project Declaration: In order to strengthen and promote the campus WeChat ecological construction and personnel training, the “U-plan” encourages and supports the sharing of ecological resources. And project information/resources and project experience of all projects supported by "U-plan" shall be shared and updated on the relevant platforms of tencent WeChat, website and official website of the school for the purpose of setting up benchmark cases and benefiting more students and other audiences in the ecosystem,

Violation Handling

The following circumstances will be considered a violation, and the Project Review Committee has the right to cancel the application and recover the funds:

Cheating or falsifying information of project application;

Violation of relevant laws and regulations during the implementation of the project;

The content of the training is suspected of plagiarism and infringes on the intellectual property rights of others.

The project content is unhealthy, obscene, pornographic or defamatory to third parties;

Other violations identified or reported during the implementation of the project.

Support Methods

Tencent WeChat intends to invest no more than RMB 1 million to support this "U-plan" at the first stage.

Each project is supported by RMB 10,000-50000, the specific amount shall be subject to the actual evaluation result; the project construction duration shall not exceed 6 months;

After approval, the down payment shall be 40%, and the remaining 60% will be paid according to the acceptance results. At the time of acceptance, the project applicant must provide the mini program appid, operational data and actual experience flow guidelines that have been used online.

The project review shall be conducted by the alliance organization. The evaluation committee may use telephone communication to get further information, and the application result will be fed back within 15 working days after the project is submitted.

For approved projects that are already in actual operation and have good reputation and market performance, the evaluation committee shall select the best mini program campus application every quarter, and grant an additional RMB 30,000 as award;

For scenario applications that have not been developed yet, this plan does not support WeChat mini program scenario applications that have been launched and operated before application submission in principle ;

The allocation and management of support funds shall be implemented uniformly by the alliance.
